Minutes 1-22-09 Budget

THESE MINUTES ARE SUBJECT TO APPROVAL BY THE BOARD OF SELECTMEN

The Board of Selectmen held a budget deliberation meeting on Thursday, January 22, 2009 in the meeting room at the Senior Center, 14 Riverside Road, Sandy Hook, CT.  First Selectman Borst called the meeting to order at 7:30 p.m.

PRESENT:  First Selectman Joseph Borst, Selectman Paul Mangiafico, Selectman Herbert Rosenthal.

ALSO PRESENT:  Finance Director Robert Tait, various department heads and ten members of the public.

VOTER COMMENTS:  none

2009/2010 Budget
Account  220 Commission on Aging
Director of Senior Services Marilyn Place was present.
Selectman Rosenthal moved Account 220 Commission on Aging in the amount of $298,510.  Selectman Mangiafico seconded.
-Selectman Rosenthal moved to AMEND Account 220 Commission on Aging by decreasing line 01220 1001, Senior Services Administration (part time receptionist) by $12,295.
A revenue account was created in the amount of $10,000 for senior membership charges.
MAIN MOTION WAS AMENDED ($285,585) UNANIMOUSLY CARRIED.

Account 775 Fairfield Hills Authority
Fairfield Hills Authority Chair was present.
The Board of Selectman suggested that the Fairfield Hills Authority look for a $40,000 reduction in the requested budget and let the Board know next week what items were decreased.  Mr. Geckle will report if he was unable to make any reductions.  Selectman Mangiafico moved to AMEND Account 775 Fairfield Hills Authority by decreasing the total budget by $40,000.  Selectman Rosenthal seconded.  All in favor.
MAIN MOTION WAS AMENDED ($490,700) UNANIMOUSLY CARRIED.

Account 432 Paramedic (Emergency Medical Services)
President of the Ambulance Association Trisha Johnson was present.
Selectman Borst moved Account 432 Paramedic in the amount of $260,000.  Selectman Rosenthal seconded.   All in favor.

Account 300 Communications
Selectman Rosenthal moved Account 300 Communications bottom line in the amount of $867,728 with a request to add $285,000 to the CIP for the Radio Enhancement Project over a two year period 2009-2010/2010-2011.  Line 5080 Capital was decreased by $105,000.  $40,000 was added to revenue.  Selectman Mangiafico seconded.  All in favor.

Account 310 Police
Chief Kehoe and Captain Rios were present.
Selectman Rosenthal moved Account 310 Police in the amount of $3,961,548.  First Selectman Borst seconded.
Selectman Mangiafico moved to AMEND Account 310 Police by decreasing:
Line 01310 5080 Capital by $56,000
Line 01310 1004 Part Time Assistant to Accreditation Manager by $26,000
Line 01310 2015 Police Recruitment by $4,590
Line 01310 2008 Education by $3,500.  Selectman Rosenthal seconded.  All in favor.
MAIN MOTION WAS AMENDED (3,871,458) UNANIMOUSLY CARRIED.

Account 340 Canine
Selectman Mangiafico moved to AMEND Account 340 Canine by decreasing line 01340 1001 Salaries by $12,714.  First Selectman Borst seconded.  All in favor.
MAIN MOTION WAS AMENDED (140,500) UNANIMOUSLY CARRIED.

Account 360 Lake Authorities
Selectman Rosenthal moved account 360 Lake Authorities in the amount of $61,847.  First Selectman Borst seconded.  All in favor.

Account 426 NW Safety Communication
First Selectman Borst moved Account 426 NW Safety Communication in the amount of $10,950.  Selectman Mangiafico seconded.  All in favor.

Account 437 NW CT EMS Council
First Selectman Borst moved Account 437 NW CT EMS Council in the amount of $250.  Selectman Mangiafico seconded.  All in favor.

Having no further business, the Board of Selectman adjourned their regular meeting at 11:20pm to be continued Tuesday, January 27, 2009 at the Senior Center, 7:30pm
